I just got a new computer and same game came with package and I have the same problem with install when I have the DirectX 10 as well.
I followed your steps and when I get to App Paths, TW2008.exe is not listed. Why might that be? I have the disk loaded.

you have to have the game install running and be on the DX page of the install before the reg key will show up.

i had the cd in, got to the DX message screen about needing the 9.0c or higher and followed the steps given. perhaps i missed a step. i will try it again.

in the meantime i did call EA tech and they gave me the steps to run in safe mode, download/insall 9.0c to ontop of 10 and then install game...still didn't work. now i've emailed them my DX DIAG days ago and yet to hear back.

Couldn´t get it to install in XP with or without this tweak but Windows 7 worked fine

Just run the install in Windows 2000 compatibility mode.
