Brushan,
Did you take a look at this FAQ? Some customers have found this helpful:

I've got the same problem here. I know for a fact that it isn't a firewall problem because I was able to enter my code once. It rejected my key and then when I went to try it again I started getting the error message and haven't been able to enter anything since, I just keep getting the error message. I have Dragon age running on my other computer that I bought through direct2drive and I never had any problems activating it and I'm running through the same router and using the same firewall. Only diference is that it's xp and this puter is vista.
*Oh, thanks ea support for making me wait 30 minutes on the live support just to hang up on me with out even saying one word to me, twice. Really appreciated that If there's a problem just say there's a problem so I don't spend hours uninstalling games and farting with my firewall.

Hi,
Just purchased C&C4 from the EA store. I've downloaded a fresh copy of EADM. I tried to download the game to my Windows 7 PC. I got the error message "Could not connect to EA Core. Please relaunch the EADM..."
I tried to do the same on Windows XP, got the same message.
I disabled my firewall and anti virus on both PCs, still got the same problem.
I uninstalled and reinstalled the EADM on both PC's, still same problem
I've checked the ECN, it was disabled.
I tried once to activate the game from the EADM, it says "code in use"
Please help. Thanks...

Let's try a few steps:
http://support.ea.com/cgi-bin/ea.cfg/php/enduser/std_adp.php?p_faqid=22632
http://support.ea.com/cgi-bin/ea.cfg/php/enduser/std_adp.php?p_faqid=11090
These are just for initial troubleshooting - try them, and please keep us posted on the results.

Thanks for letting us know this worked, we will definitely pass the information along to other customers who are receiving the same problems. Did you all purchase the game from Direct 2 Drive, or did some of you purchase from the EA Store?
Thanks!
