I know this game version is a couple years old but I just got it and I'm trying to get it running. Although when I try to run the game it crashes right away and I can't even get the game started. Here is the details to the problem.

The ffmpeg site is no help when I search on it.
I also have tried changing it to run as administrator and run in compatability mode (xp sp2)

I believe that I was having the same issue as you, at least I was receiving the same message. I couldn't find any help online, so I just had to figure it out myself. I believe that my problem was with an incompatable codecs. What I did to fix the issue was to start the ffdshow "Video decoder configuration" application that was installed when I installed ffdshow, I'm assuming you have installed ffdshow since you are having the ffmpeg error. I then clicked the "Info & CPU" choice in the left hand selection list. The next thing is to find the file that is giving you the problem, this is a bit tricky I was lucky for me it was the opening EAS.avi. The audio would play but only the 'E' would appear. I just went to the "C:\Program Files\EA SPORTS\Tiger Woods PGA TOUR 07\Data\Videos" directory and kept watching videos until I found the one that was giving me the problem. Strangely, several of the .avi's worked fine, but the opening one didn't. Anyway, once I found the one that was giving me the problem I once again opened it, using Windows Media Player btw, and once it was going I clicked the ffdshow "Video decoder configuration" application that I had started. While the EAS.avi file was playing, and with the "Info & CPU" selected, I could see in the right hand side of the ffdshow tool the information about the file that was playing. I was able to see that it was a "VP6" format, "VP61" to be exact and using the "libavcodec" (same as you  ). I then clicked on the "codecs" item in the selection box of the "video decoder configuration" tool and then in the right hand side scrolled until I found the "VP6" format. I then clicked the "libavcodec" for that row which allowed me to select to disable the codec for that format which I did. I played the video again in Windows Media Player, and it played successfully! I'm not sure if I'm going to have any additional video problems, but hopefully I will be able to solve them the same way. I hope this helps you, it sounds more complicated than it is and didn't take me very long to fix it once I figured out what I was going to do. My instructions probably aren't the greatest though.

or rename the Video folder to xVideo
C:\Program Files\EA SPORTS\Tiger Woods PGA TOUR 08\Data\Videos
then there's no conflict as there's nothing to load
