Instead of creating "licensed boxers" images, they could create presets for the various facial features

Obviously more features could be added, ears, head shape, hair,cheeks, ect

I don't know about the legal side of things, can a nose be trademarked ? This could be a possible solution to getting fighters likenesses down, without having to sign them. Thoughts?

GREAT idea! Also fighters like Joe Louis, Jack Johnson need to be in the game with authentic styles because they are critical to the sport of boxing and the history. Maybe Round 4 made some new real fans of the sport, and they would enjoy fighting with these guys.
I forgot to mention styles. It would be cool if they had style presets maybe a "Brockton Blockbuster" style for creating Marciano, a "Money" style for creating Mayweather ect.

These are just some suggestions, there has to be a creative workaround for getting the un-signed boxers likenesses and styles in the game.

I personally doubt it. The best selling DLC ever, Modern Warfare 2's Stimulus Package, sold 3.5 million copies on its first week on sale on XBLM and PSN. While data is not available for any other weeks, the first week on sale is always the strongest week, with sales dropping exponentially thereafter. According to VGCharz.com, Modern Warfare 2 has sold 19.73 million copies to date. Even assuming the stimulus package doubled it's initial sales (a very generous estimate), that's only 35.47% of Modern Warfare 2's total sales. If a Legends Pack for Fight Night Round 4 was to be as popular with Champion users as the best selling DLC ever was with Modern Warfare 2 users, that's only 826660 sales, assuming people are willing to pay approximately $20 for four boxers.

This is how I see it for DLC boxers to move they have to have a uniqueness about them. If the DLC boxers do everything you see the boxer do like his movement, techniques, tendencies, etc;
People will buy them up. I know some people will say it's up to you to make the boxers fight like themselves, but what about when you fight against that boxer's AI? You understand what I'm saying?

I agree, unique styles for individual boxers would mean that every DLC fighter would bring something absolutely new to the game. Think of how fun it would be to have accurate styles for guys like Roy Jones, Wildred Benitez or Ray Leonard - guys who fight in a very individualistic (real word?) way.

That's not how the games industry works. Most core games (except for the likes of Halo and Call of Duty), and by extension their game add-ons, always sell the majority of their copies in the first few weeks, followed by a sharp decline. The player base (and therefore those inclined to purchase) also steadily declines in a similar way until all but a small community of diehards have moved on to the next big thing.

For the record, I wouldn't purchase the pack of four boxers (which is what the topic is about), certainly not for the price being asked in the OP.
