It will recreate a new one with defaults

That isn't created I believe until the game has been ran. We can't even run the game.

Nope, if you have run the game once before this file should be there. I removed mine and it created a default one.
what files do you have in that location?
May have the location wrong for XP as i use win7, try doing a search for settings.ini

We haven't run the game once before, that's the point.

OP stated in initial post that it was working
What files do you have listed there?

Apparently the patch broke the game for us then. I have no files there because none are created because the game won't start. I never played pre-patch.

try moving "Settings.ini" or rename it to "SettingsOLD.ini"

then launch the game, other thing to try is reinstal to a different location then patch tosee if patch works

Same issue here.
I just installed.
I don't have any files at all in that folder ( i don't even have the folder ).
I can't install on other location and then patch again since I only have a specific amount of bandwidth available each month.

I also have MW2 installed on my machine.

I have a E6750 dual core with gf 8800GT gfx and 2gb's of ram.
Running ultimate xp.

I am having the same problem, when I try to start the game (the .exe will still launch it directly through steam) it fails to do anything, not even start the process. People suggesting that we modify settings -- it's not even starting the game up, it's not creating any setting files.

It seems like this is an issue caused with XP; I have seen people play fine on both steam and XP, so who knows.

I installed windows 7 and it worked perfectly, while in XP it didn't start at all as I mentioned above (kablage85).

The move to windows 7 was smooth and didn't take more than an hour. On the other hand, I had a win7 disc laying around and I guess not everyone has. It solved the problem for me though.
