It really depends on the brand, color, and type of rims. If they're putting 21 inch IGC ADR, American Racing, or Enkei rims on something like an S15 I think most people would say that person has mental conditions. But take something like a 300C, ISF, or Cadillac and throw some 20-21 inch Lowenhart/ BBS rims on there, and you have yourself a charm. It's like picking a pair of shoes for yourself. You have a choice between a pair of "w- word" DC shoes with fake grafitti, stripes, and flashy colors, and unnecessary things that people will make fun of you for, and then you have a good pair of not-too-flashy black and white All Stars. The choice is obvious ( unless you're sour cream white and have moderate mental issues and think you're a homie G gaynstuh bruhhhh and wear pants so low they can see the works in public ).

rim size doesnt matter that much as TYRE PROFILE
problem in nfs world is, that 21 inch rims got so low profile that looks very stupid
compare 21 inch rims:
Veyron with 21 and big tyre profile, looks ok
While in nfs world 21 inch rims looks like no tyre at all, steam train-like wheels
thats the problem/hate of big rims in this game, they all got too small tyre profiles...

lol, thats not a good answer at all ...... i have mostly big rims and i dont listen to rap and i don't use them to be "cool" i use them because i like the big rims. its about preference, the smaller ones look weird on most of my cars and I bought most of my rims with boosts so i guess i just like getting more rim for my buck
