i have seen lots of peoplejumping down the san van dam.
How to get the water away?

if you play the career for a while you get so you can call Sam( i think thats the name) when you at the dam. just open you phone, services, sams drayning. and there you go

You drain the dam by completing the mission that involves the dam
I think you get to the very top of it by completing Danny Ways missions
