In the first place, where the river becomes a pond by the town square you'll find green spots. Search those for leeches.

yes, follow the river, and you will see green fishing holes...if you are the class that can play in those, you shouldnt have any problems.

I am trying to collect leeches, but it says that my sim is unable to do so. I also can't find where they are in the town center. How do I get the leeches??

If your sim isn't a physician (I think they're the only ones that can collect leeches) then they can't collect them.

Well that sucks, because the quest I'm on I need a leech so make some sort of wax. What do I do?

You can buy leeches (and all ingredients for Mustache wax) at the Village Shoppe.
