Not receiving drop bonus exp from Geotags and my global events "bank" is capped @ $39k?

Do I have too many GTs on the globe? I'm just trying to Level Zoe & Elise to 10.

Zoe is 9 Elise is 6

I am not following.
But explore mode is best for leveling so try that.

I'm not receiving any exp drop bonus @ the end of a survival (after I place bronze and complete drop) OR race at the end of the track; no bonus exp. And I'm getting a roll on legendary and epic tags, but I place them and they do nothing.
