I just wanted to get clarification about breaking up couples because I'm really confused. I know I've been able to break up couples before they were married; after complaining enough, I eventually saw the option to "break up" (not divorce). I can't remember, though, if they were dating, partners or engaged.
Can anyone verify what level of relationships can be broken up without having to get the couple engaged, married and divorced? I've spent hours trying to get my dating couples and my partners to break up, to no avail.
Thanks!
PS: I know I don't NEED them to break up in order to get them married to someone else, but for some reason it really bugs me to see a married couple who still has one or more relationships with other sims. Silly, I know.

As far as I can tell, if your Sims have 100% partner meter, no amount of insulting, nor complaining you do will hurt the meter.
I think the only chance you have of breaking it up is when the relationship bar is coloured grey. Then complaining will add red instead of purple/green. Fill up the red meter and break up. Haven't tried it yet, but that's what I think has to happen.

You're correct. Once the relationship meter is full to the point where either the "Propose" or "Get Married" options become available, Sims will not have the option to Break Up no matter how much you make them complain or be rude. To get around this, you will need to choose "Propose" or "Get Married". Taking the relationship to the next level will "unlock" being able to once again degrade the relationship through complaining and rudeness until you are able to Break Up again.
However, we believe this may be a potential bug, as you shouldn't be forced to buy a ring and propose if your Sims are at this point in their relationship and you change your mind about the Sims being together.
We will update you on this as soon as possible. Apologies for the confusion!
I hope you continue to enjoy the game
